Financial Management Support
OCIO is responsible for operational, maintenance and investment management of all CIS Information Technology (IT) systems. This includes budget formulation and execution, business case development and the preparation of exhibits and analyses. Prior to the establishment of the OCIO, the financial management function was fragmented and managed by the CFO and IT director. The OCIO secured immediate control over IT financial management processes and quickly prepared comprehensive budgets having little background data, to meet Office of Management and Budget (OMB) and budget timing requirements.
InfoZen Expertise
InfoZen was selected to strategize and create a comprehensive financial management plan for the OCIO, including spend plans and budgets for all known IT expenditures in USCIS. Outcomes included preparing OMB Exhibit 300s, OMB Exhibit 53 and portfolio management schemes.
The OCIO tasked InfoZen to form a team of specialists to provide leadership and support to the production of financial management products. The work accomplishments included:
- Definition of baseline budget parameters and budget formulation strategy
- Establishment of program/project inventory, portfolio content and points of contact
- Definition of budget baseline for OCIO, including IT-related programs and MOU/SLA items
- Assistance in developing Financial and Planning Submissions (Budget-related materials, OMB Exhibits 300, OMB Exhibit 53 and related supporting project documentation)
- Alignment of 5-year plan to FY05, FY06 and FY07 budget and planning documents
- Development of FY05 MOU and SLA strategies
- Definition and implementation of the budget and finance organization for OCIO
Results
The outcomes included substantive briefings and analyses for CIS executive management and frequent collaboration with the agency CFO. With InfoZen's expertise, OCIO's OMB Exhibit 300 scores improved by over 50% and scored the highest on initial submission among all DHS OMB 300s. |
